The term “tech diplomacy” has gained currency over the last five years. It refers broadly to recent shifts in diplomatic practice that have formed as a response to the increasing impact of digital technologies on global politics and international relations alongside the growing dominance of a handful of technology companies.

Tech Diplomacy Has a Home

On February 21, 2023, diplomats of 25 countries in the San Francisco Bay Area, international organizations, and private tech companies gathered at the World Economic Forum in San Francisco and launched the Tech Diplomacy Network, a new platform for informal exchange, trust building, and collaboration. The network will be home to a community of tech diplomats based in Silicon Valley, sharing best practices and facilitating dialogue on technology strategy, governance, and policy.

Tech Diplomacy: A Very Short Definition

Eugenio V. Garcia, Deputy Consul General of Brazil in San Francisco and Latin America expert at the Tech Diplomacy Network, compares tech diplomacy to related terms, such as e-diplomacy, cyber diplomacy, and digital diplomacy. In his view, tech diplomacy is a new umbrella term in international relations, relevant for tech companies, nation states, and civil society.
